 ALL DIGITAL Response to the Adoption of the Council’s Digital Education Package

On 23 November 2023, the Council of the European Union adopted two recommendations on digital education, concluding actions 1 (Council Recommendation on key enabling factors for successful digital education)  and 10 (Council Recommendation on improving the provision of digital skills in education and training) of the Digital Education Action Plan (2021-2027).

ALL DIGITAL, the European network of digital education stakeholders, welcomes this important initiative aimed at equipping Europeans with the digital skills needed for a successful digital transition.

ALL DIGITAL encourages Member States to implement these recommendations rapidly. The documents adopted cover two important aspects of the development of digital skills, namely adapting our education and training systems to digital technologies and improving the digital skills of all.

Although the texts have broadened their scope to include skills beyond technical competencies, they also weaken their potential impact by leaving Member State participation to voluntary initiatives.

ALL DIGITAL calls on the Member States to implement the recommendations in full, in line with the ALL DIGITAL Manifesto, and we stand ready to support efforts to develop digital skills in Europe.
