Graduated in economics at Milan Bocconi University in December 1984, took the PhD at the Information Systems Dept of the London School of Economics in 1993. After carrying out research and consultancy work on technology transfer and industrial policies in developing countries, since 1996 carried out policy-oriented research, consultancy, and project management tasks on information society issues from a socio-economic perspective at regional (first telematics plan Emilia Romagna), national (e-government plan Italy) and European level (various EU-funded projects).

In 2007-2010, senior scientific officer (contractual agent) at JRC Seville, Information Society Unit researching on e-inclusion of disadvantaged migrants, youth and informal carers.

Since 2011, researcher-consultant in studies and projects on the development of digital competence and the implementation of the DigComp framework. Co-author of the DigComp into Action Guide (based on DigComp implementation in about 60 experiences in different domains), DigComp at Work study (9 case studies of DigComp implementation in employability perspective), DigCompSAT report (design of a self-assessment test covering all DigComp 21 competences) and DigComp 2.2 update. In charge of design and content development of digital competence assessment tools based on the DigComp framework for the DCDS Erasmus+ project (ALL DIGITAL coordinator), MyDigiSkills online self-assessment tool (ALL DIGITAL members) and ACCEDI national platform (Ministry for Digital Transformation, Italy).

Currently collaborating with JRC Seville on the European Digital Skills Certificate feasibility study and with ALL DIGITAL in the ADA project and DigCompHub project.
