DigiCitizenEdu at the 2nd European Forum on Digital Citizenship Education

In late May, All Digital took part in the 2nd European Forum on Digital Citizenship Education, hosted by the Council of Europe at the Palais de l’Europe in Strasbourg. Across three days, from 27 to 29 May 2026, the forum gathered educators, researchers, policymakers, young people, and civil society organisations from all over Europe and beyond. The shared goal was simple but ambitious: to take stock of what has been achieved in digital citizenship education and to shape what comes next.

A forum with a clear mission

The forum focused on assessing the achievements of the European Year 2025 and on shaping a five-year action plan for the Council of Europe Road Map for Strengthening Digital Citizenship Education for 2027 to 2031. The action plan is set for adoption alongside the Road Map by the Council of Europe’s Ministers of Education in December 2026, and it will guide member states as they define their priorities and fulfil their commitments in digital citizenship. This work sits within the New Democratic Pact for Europe, the Council of Europe’s strategic process to strengthen democratic resilience, civic participation, and digital literacy. Within this vision, digital citizenship education is recognised as a key enabler: a way to empower people to take part fully and responsibly in democratic life, especially in the digital age.

Why this matters for DigiCitizenEdu project

This is exactly the kind of work that drives our network. All Digital coordinates DigiCitizenEdu, a project that aims to advance Digital Citizenship Education by equipping educators and learners across Europe with the skills and knowledge they need to participate actively and responsibly in today’s digital society. Taking part in the forum was a valuable chance to listen, connect, and bring fresh perspectives back into the project. It also reinforced why initiatives like DigiCitizenEdu are so timely.

Share your best practices

As part of the DigiCitizenEdu project, we are developing a Digital Citizenship Compendium to showcase best practices and innovative methodologies from across Europe. We want it to reflect what digital citizenship really looks like in practice, in classrooms, training rooms, and communities. If you work in education, training, or community initiatives, your experience matters. We invite you to contribute by completing our short survey. Your input will help shape a shared European resource that supports educators, organisations, and policymakers in strengthening digital citizenship education.
